Therefore, the external parties forward their funds to CIHR and CIHR then distributes the funds to the recipients. The external parties in this agreement may be any other organization except for a federal government department or agency. A cost-sharing agreement is also used for establishing a collaboration for an external activity jointly planned by CIHR and an external party. In this case, each party will be responsible for disbursing specific costs related to the external activity and will each receive the respective invoices. Therefore, each party is responsible for administrating its own funds. The external parties in this agreement may be any other organization except for a federal government department or agency. Lastly, a cost-sharing agreement is used to establish a relationship with an external party where the parties will provide in-kind contributions to the collaboration.

Departmental performance report
- Definition:
- A report that is tabled in the fall of each year by all federal departments and agencies and that is part of the Estimates and Supply process. The report explains what the government has accomplished with the resources and authorities provided by Parliament. The performance information in the report is intended to help Members of Parliament advise the government on resource allocation in advance of the annual budget and supply process in the spring.
