Make Funding Decisions
Prepare Recommendations
When the results of the Conduct Review phase are received, CIHR staff:
- Ensures all scores, reviews, and notes have been entered in CIHR's system
- Averages the individual reviewers' ratings for each application to derive a final rating
- Generates a ranking list based on the final averaged ratings
- Generates a funding proposal based on Peer Review Committee recommendations. A portion of the total competition budget amount is allocated to each successful application starting from the top of the ranking list until the total competition budget is expended (taking into account individual budgets from Priority Announcements and partner funds, if applicable)
- Provides an anonymized funding recommendation to the Chief Scientific Officer and Chief Financial Officer
Approve Funding
The Chief Scientific Officer and Chief Financial Officer consider the funding proposal prepared by CIHR staff, based on Peer Review Committee evaluations and criteria set by the Science Council (SC), and submit their recommendations to SC for final approval.
Communicate Funding Decisions
For some competitions, the results of Peer Review Committee evaluations (i.e., written reviews, rating and committee ranking) are made available to applicants on ResearchNet before the Chief Scientific Officer and Chief Financial Officer make their recommendations to SC.
After the Science Council has made its final funding decisions, applicants are informed of the results on ResearchNet or by mail. Shortly thereafter, the names of successful applicants are published on the CIHR website.
Appeals
CIHR will not question scientific evaluations made to the best knowledge of Peer Review Committee members.
CIHR will review a committee decision only if there was a procedural error in the peer review process.
