The Chair called the meeting to order at 11:00 a.m. and welcomed everyone to the 28th meeting (teleconference) of the Stem Cell Oversight Committee.

Participating members agreed to review the applications and to request agreement from the other members through a fax-back process.

It was noted that, although unable to participate in person, Laura Shanner had reviewed the meeting material and provided comments to the Chair.

Application 1
SCOC reviewed the application against the Checklist. Members agreed that the application was in conformity with the CIHR Guidelines for Human Pluripotent Stem Cell Research. It was agreed to recommend this application to the Executive Committee of Governing Council for approval.

Application 2
SCOC reviewed the application against the Checklist. It was determined that further clarification was needed with respect to question B3 of the checklist. Management was asked to obtain copies of the contracts. Two members volunteered to review the contracts and report back to SCOC. No other issues were raised. It was agreed to recommend this application to the Executive Committee of Council for approval, pending satisfactory review of the material requested.

Application 3
SCOC reviewed the application against the Checklist. Members agreed that the application was in conformity with the CIHR Guidelines for Human Pluripotent Stem Cell Research. It was agreed to recommend this application to the Executive Committee of Governing Council for approval.

Application 4
SCOC reviewed the application against the Checklist. Concerns raised in written comments were discussed and members agreed that the application was in conformity with the CIHR Guidelines for Human Pluripotent Stem Cell Research. It was agreed to recommend this application to the Executive Committee of Governing Council for approval.

Application 5 (sent out the previous day)
The committee agreed to review this application.

SCOC was reminded that the Executive Committee will only receive applications for approval which conform fully with the CIHR Guidelines. Applications requiring further review or clarification will not be recommended to Executive Committee for conditional approval.
