Call for proposals: Evaluation Plan, CIHR Institute of Gender and Health
The CIHR Institute of Gender and Health (IGH) is one of 13 institutes that comprise the Canadian Institutes of Health Research (CIHR), the Government of Canada's health research funding agency. IGH's mission is to foster research excellence regarding the influence of gender and sex on the health of women and men throughout life, and to apply these research findings to identify and address pressing health challenges.In 2013 IGH will launch a new five-year (2013-2017) strategic plan. We are seeking an evaluation consultant to lead the development of an evaluation plan aligned with our forthcoming strategic plan. We anticipate that the evaluation plan will include plans for process, outcome and impact assessments, as well as key timelines and recommendations for metrics and data collection strategies. The Evaluation Consultant will report to the Assistant Director (Vancouver).
Prospective consultants should have a Master's or doctoral degree in a relevant discipline (program evaluation, health sciences, health administration, public administration, etc.) The consultant should have relevant experience developing evaluation plans and knowledge of evaluation and research methodologies. Familiarity with the Canadian Institutes of Health Research and/or with gender, sex and health research is an asset, as is the ability to speak/write French.
Prospective evaluation consultants should submit a resume and a three-to-five-page proposal outlining your process for developing the IGH evaluation plan and describing your qualifications to carry out this work. At this stage we do not anticipate that the evaluation consultant will engage in any primary data collection (e.g., key informant interviews) so the proposal should be scoped accordingly. The proposal should specify your per diem rate and how many working days you expect this project to take, as well as identifying any other anticipated expenses. Short-listed candidates will be interviewed and will be asked to supply references.

Location: IGH is based in Vancouver, BC. However, as this contract may be predominantly carried out offsite we are open to receiving proposals from outside Vancouver.
Timelines: Project deliverables are to be completed by June 15, 2013.
